Yes , BMS project manager can definitely become CEO.
Basically there isn't any specified educational qualification to become a CEO. You can even become a CEO with BTech or BMS or MBA etc.
It is just that you need to have some skill sets such as leadership skills and you also need to have strong command over the domain along with ample amount of industry experience.
