As per your question, yes you can do that. You can join in any of the online platforms which are offering you the coaching for the IAS. These include Unacademy, Drishti IAS, PW and many more. You can join in that courses and prepare for the exam simultaneously with Btech. However there are no universities in India, which will offer you Btech course along with IAS preparation.
