Yes, the candidates who are presently appearing in board exams are eligible to take the UPSEE exam. The eligibility criteria for various courses is different. You can take admission through UPSEE as long as you fulfil the laid out eligibility criteria according to the course which is around 45-50% aggregate in 12th boards whenever your result comes out.
