Yes definitely a biotechnology student can write GATE.
Moreover this year the eligibility criteria has been relaxed due to Covid19 pendemic. IIT Bombay has announced the relaxation in GATE 2021 eligibility criteria due to covid-19 situation. As per the announcement, candidates in their third year of undergraduate degree will also be eligible for GATE 2021.

Yes, of course. Because according to GATE eligibility criteria of 2021 a student who has completed BE/B.Tech of 4 years duration after 10+2 in any branch, than he/she is eligible to apply for GATE. So if a candidate belongs to B.tech Biotechnology branch than he/she will be eligible.
