No, the btech Candidate cannot directly pursue PhD. They have to finish M.E to pursue phD or they can do integrated phD, MS, etc..directly after finishing btech.

But in foreign countries it is available, there they can directly do their PhD after finishing btech.

Yes, Btech graduates can directly move on to pursue pHDs but in India most pHD programmes require that students complete a masters degree prior to opting for pHD.
