yes a candidate can participate in second round of ALL INDIA counselling even if he/she has not registered in round 1.

you will be supposed to register on the MCC site for second round and fill choices , pay security fees and you will be done.

the 2nd round schedule of MCC is as follows:

registration = 16th February, 2022 to 21st February, 2022 upto12:00 NOON as per Server Time * Payment facility will be available up to 03:00 PM of 21st February, 2022 as per Server Time

Choice Filling = 17th February, 2022 to 21st February, 2022 (till 11:55 PM) as per Server Time Choice Locking from 04:00 PM to 11:55 PM of 21st February, 2022, as per Server Time

result= 26th February, 2022

reporting = 27th February, 2022 to 5th March, 2022
