The CBSE improvement examination can be given by the candidate as a private candidate in the consecutive year alone in one or all the subjects provided the candidate has passed all the subjects in the first attempt. And to answer your question the student cannot change his board in order to give the CBSE improvement examination and thus has to remain in CBSE itself.
