No, you cannot apply for this scholarship. As per the eligibility criteria, students pursuing first professional degree program are eligible for this scholarship so don't need to have any certification for dropping.

As for education, you Must have passed 10+2 examination from J&K Board or CBSE school located in J&K in that year only in which you are taking the scholarship.
