No, a dropper is not eligible for KVPY.
This is because, .
Class 12th passed student are eligible for Stream SB of kvpy but only when they are in the 1st year of undergraduate program in Basic Sciences namely Physics or Chemistry or Mathematics or Biology leading to B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S.
As as you are dropper, you are not enrolled in 1st year of Basic sciences and thus not eligible .
