I don't think anyone can apply under KM in one and J&K student in another college under CLAT. Either a candidate will be kashmiri migrant or J&K student. Check this list Merit list of J&K and KM student@ HNLU

Candidature of two students were cancelled because there name was not mentioned in the list of Supernumerary Quota for students from J&K provided by CLAT 2018 although they applied for admission under students from J&K category. So, one should apply under the category which has been mentioned in their CLAT application form. I hope it helps!
