Dear Kavita, once a Cwntral Government/State Government employee is retired, they lose all their priviliges like gazetted authorisation. That is the reason they are termed as 'Retired' because they have been retired from all their services which also includes attestations. So anyone who misues their attestation powers will be held against law and such attestations hold no importance. So, no retired employee can attest your documents.
