If you have a good NEET score, then you can apply for Tamil Nadu state counselling. DME has started offering applications for government quota seats on 7th of June. The last date to apply is 20th of June, 5 P.M. Having studied in CBSE doesn't matter in this. But, it does matter that you should have studied in the state of Tamil Nadu for a minimum of 10 years. 

There is no seperate application form for individual Government Medical Colleges in Tamil Nadu. You have to go through Government counselling.
