Yes you can apply for kea mbbs counseling but only for private colleges seats which are open for all state students. As you are from tamilnadu you can apply for 85% state quota seats from tamilnadu and 15% AIQ seats. For getting admission in private colleges you can apply in various state as they open for outside also. As you are in tamilnadu you can apply on kea.kar.nic.in for Karnataka once registration starts.
