Hope you are doing good. Any government doctor is a gazetted officer and an MBBS Doctor is a gazetted officer if he works under government it can be either central or state government. Any gazetted officer can do attestation as well for documents for counselling. There are many states where self attestation is valid try to check once it can be helpful.
