No you are not allowed to write gate exam in 3rd year itself of your engineering
You can write when once you appear 4th year ,since it is a graduate aptitude test
Well time is more ,better prepare well

No as per the eligibility criteria those who are in the final year of engineering or have completed their engineering course before the GATE exam I only eligible to appear for GATE exam therefore since you are in 3rd year only you can not appear for GATE exam.
