sorry , but you can not get admisssion in any of the givernment colleges as per the eligibility criteria. As you did not clear the entrance exam and without clearing exam you can not move on for the further process that is counseling process and seat allotment. As after clearing your entrance exam you can register yourself for the counseli process and as per your meit score , the seat in any of the governmnet college will be alloted to you , then the doccument verification will occur. And after all the process your admission will be done. 

so as per your score you are disqualified in your exam and you can not get seat in government colleges. All the best have a great future ahead.
