Coming to your question I would like to tell you that yes, you can appear for the IAS after doing your manufacturing engineering. 

The elligibility criteria for the UPSC civil services exam is -

The candidate must hold a bachelor degree , so any bachelor degree  holder can give the exam ,studentsin the final semester may also apply for the UPSC exam.
