Usually, appearing for 3rd round counselling in NEET depends on the official notice by your respective State body that is the Karnataka Examination Authority (KEA) for that particular year. And based on the past years, a candidate who has not been allotted any seat in the previous rounds (1st and 2nd round) and they participate in mop up round (also called 3rd round), have to pay a caution money which is INR 10,000 for government colleges and around INR 1,00,000 for the private colleges.
This caution money is refundable if the student still does not get any seat but the money can also be forfeited if any seat was allotted but the student did not join.
So, yes you can participate in KEA NEET counselling by paying caution money if no seat was allotted to you in previous rounds.

You cannot newly pay the caution deposit now to take part KEA Round 3.
KEA clearly states that only candidates who had already paid the 1 lakhs caution deposit during the Round 2 window are eligible for participation in Round 3 counselling .
If you missed paying it in round 2, you won't be allowed to enter round 3 by paying now.
