Fee Reimbursement or Scholarship yes you can apply for that in Your Second year as well. You just need to start the application as new registration. And rest is same. You need income, caste, Domicile certificate are among the most important documents required for Apply.

Yes you definately can provided you have the grades and the financial background. You can get reimbursement in almost most all colleges under state registration process or exams like TANCET, MHT CET in the form of tfws etc etc.

It all depends on which state and throught which exam will you be wanting a fee reimbursement.
