You cannot participate in 2nd round counselling if you have not appeared for 1st round counselling. As the 2nd round conselling  is for upgradation of the first round options. The choices of the first round counselling are considered in the 2nd round of counselling.

So, to sum-up, you cannot apply for 2nd round counselling.
