As your 4th year will be starting, you are not eligible for the examination at present. As there is a specific guideline that a candidate must hold a graduate degree from a recognized university or the final Year students can also apply for it however they must possess the qualification on or before 01.08.2018. So by that time your engineering will not be finished. But you can prepare and appear in next year's examination.

Usually, all exams that require a UG or any qualification, will allow you to attempt that exam, if you're in the final year. The case is same for SSC CGL. If you're in the last year now, you can appear for SSC CGL. it'll be given in the eligibility criteria.
