The criteria mentioned is that you just need to give a proof of birth, it is not mandatory that you need to give the birth certificate. If you dont have birth certificate you can use 10th class admit card or marksheet or 12th class admit card/marksheet, and even Aadhar card and PAN card can be used. Just use the one that has your date and year of birth mentioned.

It is clearly stated that you require a 'proof of birth', for that you require one of the two documents either your birth certificate or class 10 admit card ( sidenote: you cannot use a class 12 admit card since your date of birth is not mentioned). If your do not have your birth certificate, use your class 10 admit card and keep your most reliable document with you, your admit card.
