Transfer Certificate  is a certificate issued to students when leaving the institution after completion of the course. Since it is a important document if you want to go for further studies, it is recommended for all the students to collect it at the time of leaving the institute. Also, the TC is issued by the institute and generally one needs to apply for it offline. The mode of application may vary from college to college. Also since it has been 9 years since you passed out, i'll suggest you to please reach out to your college for issue of TC.
