If you are deciding to FREEZE Punjab engineering college then yes you have to report at PEC Chandigarh only. But if you are planning to float or slide your choice to opt for a better one then you can visit any nearest physical reporting centre ( any nit GFTI but not iit mentioned in the list on the website).
