Yes,you can attempt and pass the examination.

If you scored good marks then blindly you can get a seat in best engineering college,but if haven't scored then its like,good Colleges aren't  inviting you..

Even marks varies from College to college and state to state...hope you will pass with good marks and get a seat in a best college.
