hey hi, yeah you can apply to other states even though you dont have domicile under all india quota, all the colleges under NEET ( except AIIMS and JIPMER) have 15 percent of their seats filled on the basis of all india quota via NEET UG, hope this helps, good luck

Yes sure. The counselling occurs all over India and you are allowed to take the counselling the location where ever you are staying at those nearest dates.

Just carry your rank card and any other additional proof to the counselling center.
