Yes you can change your college after one year, if your both colleges are under same university. There are some criteria too in changing the college. There is a matter of result in your first year. So, talk to your managing committee of your college, that will be best.

Yes, you can change your college and your course as well. According to the New Education Policy, if you change your course after one year, you will be rewarded with a certificate in the same field of study,

If you leave after 2nd year, you will be rewarded with a diploma in the same field of study

However if you leave a course after 3 years (when the duration of the course is 4 or 5 years), you will have to complete the research in the second year of your Master's program. Hope you have got your answer.

However the NEP has not been implemented yet, the central government is planning to complete the first phase of NEP by April 2022.
