Yes, you can change the college if you get a better college in the second cutoff. But, for this, you have to follow some norms. You have to withdraw the admission from that previously admitted college and should collect your documents from that college. After the withdrawn process is over, you can fill the admission form for the college in which you seek to get admission and follow the same rules which you have done while your first admission.
