It depends on the college and the degree which you are leaving and which you are joining. Like, if you would switch from degree where you were in 1st year from one college of a university to a second college of the same university, you will get admission in the 2nd college and you can continue your degree from 2nd year. Now, if university changes or degree changes, you may have start it with scratch.
