Yes , you can but such a change may be allowed against vacant seats at the beginning of 2nd year, on the basis of merit in the B.Tech 1st year examination result (without any back and grace marks).So go to management and admin department and tell ypur queries and ask them to process you to different department , give valid reasons so they are convinced.
