Yes you can change stream from science (PCB) to arts in class 12th but only if your school has no issue and allows you to do so.
You will have to speak to the coordinator or principal at your school to check whether you would be allowed to change the stream or not. Incase the board registration would be done, then i dont think the school will allow the changes to be made.
