Hope you are doing great ! Yes ,of course now it is allowed that you can do the two courses at same time but there is a condition from ugc that is one course should be from regular mode and other course should be from distance mode ,there are a lot of universities which provide you this facility of distance learning like IGNOU, Sol (DU) ,netaji subhash open university etc.Hence you can pursue your ba from here and btech from regular ones .

UGC now allows candidates to pursue two degree courses simultaneously, however one  is to be done through distance mode, and another to be done through regular mode, hence you can choose to go for BTech through regular mode, and BA through distance mode, however pursuing two degree courses through regular mode isn't allowed, and moreover it won't be possible also specifically if it entails attending classes on regular basis, hence you can go for one of the course in distance mode and another in regular mode.

No, you cannot do both Btech and Ba both at the same time in regular mode

This is because,

UGC has given its approval that one can go for pursuing two courses at the same time, the only condition is that one cannot pursue both these courses in regular mode i.e for both the courses to be legal, one  course can be in regular mode and other course must be in distance mode .

One can choose two different colleges for pursuing the two different degrees, that is one in regular mode and the other in open/ distance mode or one can pursue the two courses from the same institution or college provided it offers both regular and distance education.

So , if you want to do both Btech and BA together then along with your regular Btech you can pursue BA in distance mode from open universities .
