Firstly you cannot pursue BEd that is bachelor of education after 12th as it's eligibility criteria is passed graduation or postgraduation from a recognized university securing 50% aggregate or above depending upon the norms of the university, admission process may be done through entrance test such as conducted by DU, BHU, CEE by NCERT for admission in RIEs, etc, or based on the merit of the qualifying examination, next in order to appear for UPSC you need to pass bachelor's degree from a recognized board in any discipline from a recognized university, there is no specific aggregate required in this case, you can apply in the final year of graduation, and need to attain 21 years as on 1st August of the appearing year.
