Some universities don't admit students for 2nd or 3rd time mba at all. However globally there are quiteba number of universities that could allow you to persue 2nd or 3rd time mba.
It is good to persue 2nd or 3rd time mba which helps you to gain more and more knowledge which helps to broad your skill but persuing 2nd or 3rd time mba is wastage of time and money too.
