Yes, you can do 12th second time but not with the same board of education. If you are giving some kind of improvement with 1-2 years of gap of education, then you can go with same board of education too. Also, since  UGC has approved a proposal that allow students to pursue two degree programmes at the same time where one of the degrees could be in the regular mode and the other one in open and distance learning or online. So, considering this you may be able to pursue 12th for the second time along with MA simultaneously. But please note that the admission to your MA degree would be on your previous result of 12th only.
