It is a good decision that you had clarity on your goal.As BCA is a three year graduation course you have enough time to prepare for the UPSC exam.You will also have sufficient time to prepare for the exam while doing BCA.So it will be easy for you to crack the exam.You can study while doing BCA course but you can give the exam only after you complete your degree.
