Yes you are eligible for pursuing two courses together according to UGC University Grand but the condition is that you cannot pursue two regular courses together simultaneously.

If you want to do your BTech and BA together and simultaneously then both of them should not be in a regular course but instead if you have to opt one of them through distance learning mode then it is fine and valid as well.

Yes you are eligible to do your BTech (regular) and B.A (Distance learning) at the same time simultaneously.

Yes you can pursue two degree simultaneously.
According to indian education act 1959 you can not pursue two degree simultaneously.But afer the recommendation of few universities UCG has granted the permission to get enrolled in two degrees simultaneously according to your choices in same or different universities.
So legally it is allowed to pursue two degree at the same time .so you can do courses one regular and one with distant courses.
Legally it is permissible but consult your colleges for this whether they will allow you to do this.
