Hope you are doing great as per the question asked by you no you can't do two government jobs at a time. you have to only serve one post at a time. Being a scientist and An IAS officer is a duty of national importance so you need to serve both of them responsibly.

No, you cannot do work as an IAS Officer and also a Scientist in DRDO or ISRO. Of course, as an IAS, being a part of Relevant Government Departments you may work on Missions and Projects jointly with the Public Research Organizations on grounds of Project Management, Administration, Public Benefits, Policy, Finance, CSR, Audits, Sanitization, Health and Security, but never in the Research, Technology and Development. Just like IAS Officers from the Ministry of Health are coordinating with Scientists and Directors of ICMR, CSIR and DRDO in managing the Covid Pandemic. The IAS Officers look after the Supply ,Sanitization, Government Clearance, Project Management and Transformation while the Researchers work on Scientific Product Development and guide the Country Scientifically on the Pandemic.
Even the Secretary of relevant Government Departments of Scientific and Industrial Research(CSIR) , Defence Research & Development, Atomic Energy, Space & Earth Sciences, are selected from in house Senior Directors and Scientists of Organizations like DRDO, CSIR, ISRO, BARC and not IAS Officers unlike Secretaries of other Important Government Departments, GoI.
