Different states have different criteria for considering a student for state quota seats and domicile.

Some states wants you to be a permanent resident while some wants you to have completed your 10th and 12th from the particular state.

But in any case, it is possible for you to attend counselling for government seats in two different states if you meet the domicile criteria of both the states.
