thanks for query

domicile certificate is given after complete varification that you are living thera from long year and you are registred by that place officer.this is a commen thing.domicile certificate means you are candidate of that place and living there from long time.or making domicile of u.p. you need to have a permanent address of u.p.as you are residing at u.p for long time.
