Hello Gaurav Pandey,
I am sorry to inform you that with the rank you got in the JEE Mains you cannot get admission in GB Pant University and also I don't see if there are any reservations for Uttarakhand residents.
If you being to reserved categories like SC/ST then there is a slight chance that you can get admission in that particular University.
