Yes you are eligible to take admission in other college in institutional round inspite of taking admission in some other college in  third round.
Institutional round are conducted often offline.
Colleges will announce the list of vacant seats left after all the CAP rounds are done on their official website.
Visit the colleges website ( you are interested in) regularly and stay updated about the additional rounds.
They will state all the information regarding admission procedure. For eg.  date and time ,place, required documents, dd
