Hope you are doing well. Yes you may not get government seat for veterinary with 92 marks. In general category you need score 400- 420+ in 85% state quota and the qualifying marks for general category is 138 marks.
Since you didn't mention the name of your state it is difficult to predict college. And you also didn't qualified the exam . So, it will be difficult for you to get any of the seat through neet.

Although getting government seat for veterinary depends upon various factors like number of students appeared in the exam, category, region, AIQ rank, state, state rank,etc.
