According to the knowledge I pocess, indore professional studies academy is largest central India s largesr educational hub. It is affiliated to indore, rajiv Gandhi technical University, bhopal and so on.

The applicants for B. E needs to appear for JEE main entrance exam to be eligible for admission.

Yes definitely, As you know IPS is private engineering college, so definitely you can get admission there without JEE. you can apply there for your admission and get admission there. Also may be there should be rhe requirement of minimum 12th percentage, so your percentage should be under the required percentage for that college,only then you can get admission there.
