Yes there are chances of  getting a better college in the third counselling since many seats get vacant in various colleges in the third round.SO yes there is a chance.Moreover the highest rank or cutoff for a college goes in the third or last round itself but you have to also keep in mind that the difference in cutoff is not too much than that of second round.
