It is difficult to get ECE or CSE in any of the government colleges. You may get other branches(Except CSE and ECE) in northern NITs or IIITs. Some of the states are taking admission in state government engineering colleges on basis of Jee mains so you can try for those colleges.
However I would suggest you to don`t take Branches like Bio technology(And some other branches) if you have no interest in them. Prefer the college where you will get the desired branch you need.

With 59011 rank, you may get ECE in some GFTI college or you may get North Eastern NITs. Below 20000 rank, for a general category student, it's less likely to get a very good NIT. But there is a possibility for GFTI Colleges.
