KVPY Exam will be conducted on November 3, 2019. Yes, you are eligible for KVPY exam in 12th class. The KVPY Application form will be released in the second week of July 2019. You can Apply under SX stream for which cutoff marks was 53 for General in 2018. 

After clearing the KVPY Aptitude test you will go for KVPY interview. You will get KVPY Scholarship after passing this round.

         Yes, you can. First of all, you have to appear for KVPY- SX (for 12th class only). If your marks cross the cut-off, then you've to appear in the interview. Only the best 200 students get allowed after the interview process. So study hard.
