In 70 percentile your CRL rank would be around 264383-385534 so in this rank there are very low chances of getting a seat in any NITS, IIITS, GFTIS but don't lose hope as this is not the end. There are many more colleges which you can get based on your home state quota and also there are many more good private colleges too. According to my knowledge and experience it is possible for you to get into a NIT based on 70 percentile if you are a authentic SC candidate and you might get a good NIT from the 31 NITs in India. so the counselling for IITs and NITs is conducted by JoSAA,i request you to please visit their website to apply-

Your rank might be very huge i guess unless category rank. Your CRL might be more than  1 lakh.

With this 70 percentile and huge rank, a s per the previous year cutoff as a SC category the chance seems less to get a seat even in NITs, IIITs & GFTIs.

however you can try for state counseling like Punjab, Haryana, MP, Etc.
