You can give the BCECE exam conducted by the bihar government of you have the domicile of bihar. As you said, your parents are from bihar, so they must be having thier domiciles with them. This makes you eligibile to give the exam. Even I gave BCECE as my parents are form Bihar, but i did not do my 12th form there.
