Firstly kindly forgive me because your question in my opinion is not clear.if you want to say that can you prepare for both of them then answer is yes,why not then if you are on any post in india after graduation you can appear for upsc ,there should be a graduation degree in your hand for giving IAS exam.now I hope I help you to some extent
